Bataan 1st District Representative Tony Roman III has filed the proposed Flood Resilience Incentive and Performance Fund Act of 2025, which sets aside ₱2 billion to reward local government units (LGUs) that create effective, long-term solutions to flooding.
Under the measure, LGUs will be encouraged to submit flood resilience plans that are based on data and concrete strategies. Funds will be allocated to projects such as early warning systems, green infrastructure, hazard mapping, and training programs, with performance metrics and regular audits ensuring transparency and results. The program is designed to align with the Disaster Risk Reduction and Management Act and the Climate Change Act.
Roman said the proposal aims to end the recurring cycle of floods during storms by promoting smarter urban planning, restoring natural flood buffers such as rivers, lakes, and forests, and building safer communities. “It’s time to reward LGUs that plan ahead and take real action instead of just reacting after every disaster,” Roman emphasized.
